2004 UPDATE:
The current situation for EU nationals (now the original 15 members plus the 10 new members plus those from Iceland, Norway, Liechenstein and Switzerland) is that a law passed on 26 November 2003 states that it is no longer necessary to hold a carte de sejour, instead a national ID card or passport from your home country is sufficient for all official identification/administrative purposes. The Préfecture de Police office did mention recently to one newcomer that having one might still ease matters when buying property but that´s all. For those that want more info or still want to apply nonetheless everything is now done only by phone on 01 53 71 51 68
mon-fri 9h-16h.

EU nationals have the right to seek or take up residence and employment in France and to establish themselves in business and are not required to possess a work permit. A contract of employment is a prerequisite, and the residence permit is valid for the duration of the work contract if less than a year.

All EU Nationals (regardless of arrondissement) may go to pick up the forms for CS application from:

The forms must be filled and sent along with the relevant information to:

Spouses who are not nationals of EU citizens must apply for a visa (when applicable) at his or her nearest French consulate before traveling to France.

Required Documents at the Préfecture for EU Carte de Séjour Applicants
The carte de séjour for an EU national gives the right to work for the period indicated on the card. It is also the official residence permit and it should be carried at all times.
Things needed for application:
1. Photo copy of passport
2. 4 x passport size photo´s in black and white
3. Proof of residence, gas/electricity bill, rental agreement, if staying
with someone a copy of their bills and a letter confirming you are living
with them and a photocopy of their I-D.
4. Declaration of Employment, and if possible 3 pay slips, this must include
hours and duration of contract, must have employers stamp on it.
or/ If self employed, an artist, on work experience, a doctor or other
certified professional, unemployed, there are particular procedures for
getting your "justification activite" and you can get information regarding
these procedures when you pick up the CS forms from the Prefecture in the
4eme.
